IE7 Menu Bar keeps disappearing after resarting IE.

We have a uder who's IE7 Menu Bar keep disappearing after IE is restarted.

When IE7 Menu Bar (File, Edit, View, Favourites) etc disappears, we have to click on View -> Tool Bar -> Check Menu Bar to make it reappear.

The Menu Bar will disappear again after IE7 is restarted.

She is running Win XP Pro w/ SP3, IE7 with SP3, Norton 360, MS Office 2003, Dell Intel Core2 Duo, 2GB Ram, 160GB HDD.

Anyone encountered this before?

is she locking the toolbar after enabling Menu bar?
ask her to enable the menu bar and then hold down her Ctrl key and close IE with the mouse by clicking on the "x" close button
this should force to remember the view/position/size settings upon the next restart

if this fails, there should be something else which is causing the issue, may be an add-on
try disabling all the third-party add-ons from Tools>Manage Add-Ons>Enable or Disable Add-ons
check if any effect?
